They'll hand out conflicting patents without hesitation, and the issue is only cleared up after someone sues either trying to defend their claimed idea, or trying to claim that someone else doesn't own that idea. Apple patented the feel of the point and click interface even though they weren't the ones to come up with the idea. When Microsoft introduced Windows, Apple sued them for violating one of their patents. Apple lost. Turns out that they weren't the rightful owners of that idea to begin with. Xerox had that idea years before, and not even they were complaining about MS using the idea.
